Bill Title: Creates the Governmental Officer Online Accessibility Act. Provides that every unit of local government and school district that maintains an electronic mail system and an Internet website shall: (1) provide an electronic mail address for the use of each of its elected officials, including board members, and appointed officers, to be used in the course of their official duties; and (2) provide a means for the public to transmit correspondence directly by electronic mail to each elected and appointed official, including board members, through its official website.

AMENDMENT TO HOUSE BILL 5623
2 AMENDMENT NO. ______. Amend House Bill 5623 by replacing
3everything after the enacting clause with the following:
4 "Section 5. The Local Records Act is amended by adding
5Section 20 as follows:
6 (50 ILCS 205/20 new)
7 Sec. 20. Internet posting requirements.
8 (a) A unit of local government or school district that
9serves a population of less than 1,000,000 that maintains an
10Internet website other than a social media website or social
11networking website shall, within 90 days of the effective date
12of this amendatory Act of the 98th General Assembly, post to
13its website for the current calendar year a mechanism for
14members of the public to electronically communicate with each
15individual elected official of that unit of local government or
16school district.

1 (b) For the purposes of this Section "Internet website"
2shall not include any social media website, social networking
3website, or any other social media presence that a unit of
4local government or school district maintains.
5 (c) The information required to be posted under this
6Section must be easily accessible from the unit of local
7government's or school district's home page and searchable.
8 (d) The postings required by this Section are in addition
9to any other posting requirements required by law or ordinance.
10 (e) No home rule unit may adopt posting requirements that
11are less restrictive than this Section. This Section is a
12limitation under subsection (i) of Section 6 of Article VII of
13the Illinois Constitution on the concurrent exercise by home
14rule units of powers and functions exercised by the State.
15 Section 90. The State Mandates Act is amended by adding
16Section 8.38 as follows:
17 (30 ILCS 805/8.38 new)
18 Sec. 8.38. Exempt mandate. Notwithstanding Sections 6 and 8
19of this Act, no reimbursement by the State is required for the
20implementation of any mandate created by this amendatory Act of
21the 98th General Assembly.".
