Bill Title: Creates the Governmental Officer Online Accessibility Act. Provides that every unit of local government and school district that maintains an electronic mail system and an Internet website shall: (1) provide an electronic mail address for the use of each of its elected officials, including board members, and appointed officers, to be used in the course of their official duties; and (2) provide a means for the public to transmit correspondence directly by electronic mail to each elected and appointed official, including board members, through its official website.

1 | AN ACT concerning local government.
| |||||||||||||||||||
2 | Be it enacted by the People of the State of Illinois,
| |||||||||||||||||||
3 | represented in the General Assembly:

4 | Section 1. Short title. This Act may be cited as the | |||||||||||||||||||
5 | Governmental Officer Online Accessibility Act.

6 | Section 5. Electronic mail addresses. Every unit of local | |||||||||||||||||||
7 | government and school district that maintains an electronic | |||||||||||||||||||
8 | mail system and an Internet website shall, within 90 days of | |||||||||||||||||||
9 | the effective date of this Act, do each of the following: | |||||||||||||||||||
10 | (1) Maintain and provide an electronic mail address for the | |||||||||||||||||||
11 | use of the following officials in the course of their official | |||||||||||||||||||
12 | duties: | |||||||||||||||||||
13 | (A) elected officials, including board members; and | |||||||||||||||||||
14 | (B) appointed officials to the governing board of a | |||||||||||||||||||
15 | unit of local government or school district, including | |||||||||||||||||||
16 | chief executive officers. | |||||||||||||||||||
17 | (2) Provide a means for the public to transmit | |||||||||||||||||||
18 | correspondence by electronic mail directly to each individual | |||||||||||||||||||
19 | described in paragraph (1) through its official website.

20 | Section 10. Permissive uses. The electronic mail address | |||||||||||||||||||
21 | provided under this Act shall be used exclusively for | |||||||||||||||||||
22 | correspondence directly related to the official business of the |
