Bill Title: Amends the Illinois Police Training Act, the Illinois Fire Protection Training Act, and the Emergency Medical Services (EMS) Systems Act. Provides that the Illinois Law Enforcement Training Standards Board, the Office of the State Fire Marshal, and the Department of Public Health shall develop training programs for law enforcement personnel, fire fighters, and EMTs, respectively, regarding the risks associated with autism and appropriate autism recognition and response techniques. Requires that persons serving in those capacities on the effective date of the amendatory Act must satisfactorily complete a training course within 18 months after that date. Effective immediately.

2 | Be it enacted by the People of the State of Illinois,
| ||||||||||||||||||||||||||||
3 | represented in the General Assembly:

4 | Section 5. The Illinois Police Training Act is amended by | ||||||||||||||||||||||||||||
5 | adding Section 10.11 as follows:
| ||||||||||||||||||||||||||||
6 | (50 ILCS 705/10.11 new) | ||||||||||||||||||||||||||||
7 | Sec. 10.11. Autism recognition and response; training. | ||||||||||||||||||||||||||||
8 | (a) The Board shall develop a training program for law | ||||||||||||||||||||||||||||
9 | enforcement personnel of State and local governmental agencies | ||||||||||||||||||||||||||||
10 | in identifying and interacting with persons with autism, | ||||||||||||||||||||||||||||
11 | reducing barriers to reporting crimes against persons with | ||||||||||||||||||||||||||||
12 | autism, and addressing the unique challenges presented by cases | ||||||||||||||||||||||||||||
13 | involving victims or witnesses with autism. | ||||||||||||||||||||||||||||
14 | (b) Every person who, on the effective date of this | ||||||||||||||||||||||||||||
15 | amendatory Act of the 96th General Assembly, is serving in the | ||||||||||||||||||||||||||||
16 | capacity of a local police officer and who has not completed | ||||||||||||||||||||||||||||
17 | training, approved by the Board, in identifying and interacting | ||||||||||||||||||||||||||||
18 | with persons with autism, reducing barriers to reporting crimes | ||||||||||||||||||||||||||||
19 | against persons with autism, and addressing the unique | ||||||||||||||||||||||||||||
20 | challenges presented by cases involving victims or witnesses | ||||||||||||||||||||||||||||
21 | with autism, must satisfactorily complete a continuing | ||||||||||||||||||||||||||||
22 | education course in autism recognition and response techniques | ||||||||||||||||||||||||||||
23 | within 18 months after the effective date of this amendatory |

2 | Section 10. The Illinois Fire Protection Training Act is | ||||||
3 | amended by adding Section 12.5 as follows:

4 | (50 ILCS 740/12.5 new) | ||||||
5 | Sec. 12.5. Autism recognition and response; training. | ||||||
6 | (a) The Office of the State Fire Marshal shall develop a | ||||||
7 | training course regarding the risks associated with autism and | ||||||
8 | appropriate autism recognition and response techniques. | ||||||
9 | (b) Every person who, on the effective date of this | ||||||
10 | amendatory Act of the 96th General Assembly, is serving in a | ||||||
11 | position whose duties involve fire suppression, firefighting, | ||||||
12 | or fire rescue, whether as a volunteer or as a paid employee, | ||||||
13 | must satisfactorily complete a continuing education course in | ||||||
14 | autism recognition and response techniques within 18 months | ||||||
15 | after the effective date of this amendatory Act of the 96th | ||||||
16 | General Assembly.

17 | Section 15. The Emergency Medical Services (EMS) Systems | ||||||
18 | Act is amended by adding Section 3.52 as follows:

19 | (210 ILCS 50/3.52 new) | ||||||
20 | Sec. 3.52. Autism recognition and response; training. | ||||||
21 | (a) The Department shall develop a training course and | ||||||
22 | curriculum with the purpose of informing emergency medical |

1 | technicians of the risks associated with autism, as well as | ||||||
2 | providing instruction in appropriate autism recognition and | ||||||
3 | response techniques. | ||||||
4 | (b) Before being certified by the Department, each | ||||||
5 | emergency medical technician trained in basic life support | ||||||
6 | services must satisfactorily complete the training course | ||||||
7 | developed under subsection (a). Every person who, on the | ||||||
8 | effective date of this amendatory Act of the 96th General | ||||||
9 | Assembly, is serving in a capacity as a certified emergency | ||||||
10 | medical technician must satisfactorily complete a continuing | ||||||
11 | education course in autism recognition and response techniques | ||||||
12 | within 18 months after the effective date of this amendatory | ||||||
13 | Act of the 96th General Assembly.

14 | Section 99. Effective date. This Act takes effect upon | ||||||
15 | becoming law.
