Bill Title: Amends the Public Community College Act. Provides that beginning January 1, 2024, a community college district, upon a request from the school district of a high school located within the boundaries of the community college district, shall provide individualized disaggregated data on the enrollment of students in community college remediation courses from the most recently completed academic year. Provides that a signed remediation data sharing agreement between the school district and the community college district must be entered into before sharing remediation data. Sets forth requirements for the remediation data sharing agreement. Provides for the development and use of a model remediation data sharing agreement. Provides that a community college district may combine its negotiations with multiple school districts to establish one uniform remediation data sharing agreement or may negotiate individual remediation data sharing agreements with school districts. Sets forth provisions concerning student privacy. Effective immediately.

1 | AN ACT concerning education.

2 | Be it enacted by the People of the State of Illinois,
| |||||||||||||||||||
3 | represented in the General Assembly:

4 | Section 5. The Public Community College Act is amended by | |||||||||||||||||||
5 | adding Section 2-27 as follows:

6 | (110 ILCS 805/2-27 new) | |||||||||||||||||||
7 | Sec. 2-27. Remediation data. Beginning with the 2023-2024 | |||||||||||||||||||
8 | academic year, each community
college board must provide, on | |||||||||||||||||||
9 | an annual basis, its member high schools with
remediation data | |||||||||||||||||||
10 | for all students that previously attended a member high school
| |||||||||||||||||||
11 | and have enrolled in the community college for any term in an | |||||||||||||||||||
12 | academic year.
The remediation data shall be individualized by | |||||||||||||||||||
13 | student and each student record
will be identified with the | |||||||||||||||||||
14 | student's State identification number and most previous
high | |||||||||||||||||||
15 | school. Each student record will include any course codes, | |||||||||||||||||||
16 | course
names or titles, and department of any courses that are | |||||||||||||||||||
17 | in the departments or
subject areas of math, reading, English, | |||||||||||||||||||
18 | or communications where the course is
designated as remedial. | |||||||||||||||||||
19 | The individual student record will also include course
codes, | |||||||||||||||||||
20 | course names or titles, and department of any courses in any | |||||||||||||||||||
21 | department or
subject area in which the individual student is | |||||||||||||||||||
22 | enrolled, that is a noncredit-bearing course while enrolled in | |||||||||||||||||||
23 | the community college for that specific
term. |

1 | All data shall be shared in a standard .csv format. First | ||||||
2 | semester data will be
shared with the high schools by November | ||||||
3 | 1 of the academic year in which a
student is enrolled. Second | ||||||
4 | semester data will be shared with the high schools by
March 1 | ||||||
5 | of the academic year in which a student is enrolled. Summer | ||||||
6 | course
enrollment data will be shared by September 1 of the | ||||||
7 | following academic year.
