1 | SENATE RESOLUTION
| ||||||
2 | WHEREAS, After the 2010 General Election, the 97th General | ||||||
3 | Assembly was scheduled to be sworn in on January 12, 2011; and
| ||||||
4 | WHEREAS, The 96th General Assembly met in a lame duck | ||||||
5 | session on January 11, 2011; and
| ||||||
6 | WHEREAS, Debate in the Senate on increasing taxes began at | ||||||
7 | 11:16 PM on January 11, 2011; and
| ||||||
8 | WHEREAS, Members of the Senate voted in the middle of the | ||||||
9 | night for the largest tax increase in Illinois history; and
| ||||||
10 | WHEREAS, In the time since this tax increase, the State of | ||||||
11 | Illinois has been ranked as having one of the highest tax | ||||||
12 | burdens in the nation; and
| ||||||
13 | WHEREAS, Since the income tax increase took effect, | ||||||
14 | Illinois has risen to have the 3rd highest unemployment rate in | ||||||
15 | the nation; and
| ||||||
16 | WHEREAS, There will be a General Election held in Illinois | ||||||
17 | on November 4, 2014; and
| ||||||
18 | WHEREAS, At that election, the voters of Illinois shall |

1 | elect new Representatives and Senators to serve in the 99th | ||||||
2 | General Assembly; and
| ||||||
3 | WHEREAS, The 98th General Assembly is scheduled to adjourn | ||||||
4 | sine die on January 13, 2015 and the 99th General Assembly | ||||||
5 | shall be sworn in on January 14, 2015; and
| ||||||
6 | WHEREAS, A veto session will be scheduled following the | ||||||
7 | 2014 General Election; and
| ||||||
8 | WHEREAS, Illinois Senate President Cullerton has | ||||||
9 | repeatedly stated that lawmakers will have to vote on extending | ||||||
10 | Illinois' temporary income tax hike after the 2014 election; | ||||||
11 | and
| ||||||
12 | WHEREAS, The lame duck session and the veto session of the | ||||||
13 | 98th General Assembly are not appropriate venues for voting on | ||||||
14 | any new tax, tax extension, or tax increase; therefore, be it
| ||||||
15 | RESOLVED, BY THE SENATE OF THE NINETY-EIGHTH GENERAL | ||||||
16 | ASSEMBLY OF THE STATE OF ILLINOIS, that no vote on creating, | ||||||
17 | extending, or increasing taxes shall be taken during the veto | ||||||
18 | or lame duck session of the 98th General Assembly and prior to | ||||||
19 | the 99th General Assembly taking office.
