2 | WHEREAS, The members of the Illinois Senate are saddened | ||||||
3 | to learn of the death of Alice Margaret McCart of Oak Park, who | ||||||
4 | passed away on April 26, 2024 at the age of 77; and
| ||||||
5 | WHEREAS, Alice McCart was born to Kenneth Alvin McCart and | ||||||
6 | Margaret Elizabeth (Mills) McCart in Leavenworth, Kansas on | ||||||
7 | February 19, 1947; and
| ||||||
8 | WHEREAS, Alice McCart moved around the country while she | ||||||
9 | was young, living in Michigan, Texas, and Iowa due to her | ||||||
10 | father's job as a recruiter for the U.S. Army; and
| ||||||
11 | WHEREAS, Alice McCart earned double Bachelors of Arts in | ||||||
12 | German and French at the University of Kansas in 1969, later | ||||||
13 | returning to earn a Master of Arts in Teaching and German in | ||||||
14 | 1971 and a master's degree in journalism in 1983; and

15 | WHEREAS, Alice McCart married Robert McBride in 1969, and | ||||||
16 | they had three children, Elizabeth, Mark, and Maggie; and
| ||||||
17 | WHEREAS, Alice McCart worked at the U.S. Army Command and | ||||||
18 | General Staff College at Fort Leavenworth, where she | ||||||
19 | translated German and French, was a production editor for | ||||||
20 | Military Review magazine, and served as an English teacher for |

1 | new officers; and

2 | WHEREAS, Alice McCart then worked as managing editor of | ||||||
3 | the Healthcare Financial Management Association; and
| ||||||
4 | WHEREAS, Alice McCart began studying to earn her Juris | ||||||
5 | Doctor from the Chicago-Kent College of Law in 1993; after | ||||||
6 | graduating, she opened her own law practice in downtown | ||||||
7 | Chicago; and
| ||||||
8 | WHEREAS, Alice McCart then became the managing editor for | ||||||
9 | the American Health Lawyers Association and the American | ||||||
10 | Corporate Counsel Association publications; and
| ||||||
11 | WHEREAS, Alice McCart moved back to Kansas, where she | ||||||
12 | became one of the nation's leading experts in HIPAA compliance | ||||||
13 | and other healthcare-related privacy law and electronic health | ||||||
14 | information standardization; and
| ||||||
15 | WHEREAS, Alice McCart loved running, sharing vegan | ||||||
16 | recipes, helping others with editing, and spending time in | ||||||
17 | nature; and
| ||||||
18 | WHEREAS, Alice McCart is survived by her children, | ||||||
19 | Elizabeth, Mark, and Maggie; her eight grandchildren; and one | ||||||
20 | great-grandson; therefore, be it
