1.1A bill for an act
1.2relating to human services; appropriating money for programs related to reducing
1.3fetal alcohol syndrome.
1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.5    Section 1. APPROPRIATION.
1.6(a) $1,600,000 is appropriated for the biennium beginning July 1, 2014, from
1.7the general fund to the commissioner of human services for a grant to the Minnesota
1.8Organization on Fetal Alcohol Syndrome (MOFAS). Of the grant money dispersed by
1.9MOFAS, at least $360,000 must be used to support nonprofit Fetal Alcohol Spectrum
1.10Disorders (FASD) outreach prevention programs in Olmsted County. Other grant
1.11recipients must be selected from communities which are not currently served by federal
1.12substance abuse prevention and treatment block grant funds.
1.13(b) Grant money must be used to reduce the incidence of FASD and other prenatal
1.14drug related effects in children in Minnesota by identifying and serving pregnant women
1.15suspected of or known to use or abuse alcohol or other drugs. Grant recipients must
1.16provide intensive services to chemically dependent women in order to increase positive
1.17birth outcomes. The organization may retain eight percent of the grant money for
1.18administrative costs.
1.19(c) A grant recipient must report to the commissioner of human services annually
1.20by January 15 on the services and programs funded by the appropriation. The report
1.21must include measurable outcomes, including the number of pregnant women served and
1.22toxic-free babies born in the previous year.
