SB 120-FN - FISCAL NOTE

AN ACT relative to the amount of wagers and applicants for secondary game operator licenses.

FISCAL IMPACT:

The Racing and Charitable Gaming Commission states this bill, as introduced, will have an indeterminable impact on state revenue and expenditures in FY 2016 and each year thereafter. There is no fiscal impact on county and local revenue or expenditures.

METHODOLOGY:

The Racing and Charitable Gaming Commission states this bill increases the limit a single wage from $4 to $6, and allows the Commission to issue provisional licenses for a fee of $10 per license to secondary game operators. The Commission states pursuant to RSA 287-D, charitable organizations are required to make payments to the state equivalent to 3% of all money collected from players in a game where chips have no monetary value, such as a tournament game, and 10% of the rake, house winnings, or other moneys collected by the game operator in games where chips have a monetary value. The Commission estimates the following increase in state revenue:

The Commission states there are 356 secondary game operators licensed in the state. The Commission has no data on how many individuals will apply for licenses in the future or how many applicants will request a provisional license to determine any increase in fee revenue or expenditures. The Commission assumes any increase in expenses will be offset by the $10 license fee.
