STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Fifteen
AN ACT relative to applicants for secondary game operator licenses.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 New Paragraph; Secondary Game Operator License Application; Specific Requirements. Amend RSA 287-D:10 by inserting after paragraph V the following new paragraphs:
VI. Upon submitting a complete application for a secondary game operator license the applicant shall be permitted to work until a permanent license is issued or denied.
VII. Upon receipt of an application under this section, and at the request of the applicant, the commission may issue a provisional license, valid for up to 90 days, under rules adopted by the commission under RSA 541-A. If the commission denies the license, the provisional license shall expire upon the applicant’s receipt of such denial. If the applicant requests a provisional license under this paragraph, he or she shall submit a fee of $10 to the commission, in addition to the application fee for the license, at the time of such request.
2 Effective Date. This act shall take effect July 1, 2015 at 12:01 a.m.

SB 120-FN FISCAL NOTE
AN ACT relative to applicants for secondary game operator licenses.
FISCAL IMPACT:
The Racing and Charitable Gaming Commission states this bill, as amended by the Senate (Amendment #2015-0224s), will have an indeterminable impact on state revenue and expenditures in FY 2016 and each year thereafter. There is no fiscal impact on county and local revenue or expenditures.
METHODOLOGY:
The Racing and Charitable Gaming Commission states this bill allows the Commission to issue provisional licenses for a fee of $10 per license to secondary game operators. The Commission states there are 356 secondary game operators licensed in the state. The Commission has no data on how many individuals will apply for licenses in the future or how many applicants will request a provisional license to determine any increase in fee revenue or expenditures. The Commission assumes any increase in expenses will be offset by the $10 license fee.
