          tee on Governmental Employees

        AN ACT to amend the civil service law,  in  relation  to  requiring  the
          president  of  the  civil service commission to conduct a study on the
          employment of persons and veterans with disabilities by the state; and
          providing for the repeal of such provisions upon the expiration there-
          of

          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:

     1    Section  1.  The  civil service law is amended by adding a new section
     2  59-c to read as follows:
     3    § 59-c. State employment of persons  and  veterans  with  disabilities
     4  study.  1.  The  president shall conduct a comprehensive study analyzing
     5  the effectiveness of sections  fifty-five-b  and  fifty-five-c  of  this
     6  title which deals with the employment of persons and veterans with disa-
     7  bilities by the state.
     8    2.  (a)  Such study shall examine hiring data collected from the state
     9  which shows how many of the available positions designated  by  sections
    10  fifty-five-b  and  fifty-five-c  of  this title are currently filled and
    11  shall provide a determination as to whether the state is  underutilizing
    12  the provisions of such sections based on such data.
    13    (b)  Such  study shall include recommendations based on the data exam-
    14  ined as to whether the state can take additional  action  to  market  or
    15  inform  the  public  of state job opportunities for persons and veterans
    16  with disabilities and if so, what specific actions should be taken.
    17    3. For the purposes of this section, the president  may  conduct  such
    18  study in conjunction with any other department, division, board, bureau,
    19  commission,  agency,  or public authority of the state deemed necessary.
    20  To the maximum extent feasible, the president  shall  be  authorized  to
    21  request,  receive,  and  utilize  such  resources  and data of any other
    22  department, division,  board,  bureau,  commission,  agency,  or  public

     1  authority  of  the state as he or she may reasonably request to properly
     2  carry his or her powers and duties pursuant to this section.
     3    4. The president shall report on the results of the study described in
     4  this section within one year from the effective date of this section.
     5    5.  The  president  shall  promulgate  rules and regulations as may be
     6  necessary to effectuate the provisions of this section.
     7    § 2. This act shall take effect immediately and shall  expire  and  be
     8  deemed repealed on the three hundred sixty-sixth day after it shall have
     9  become a law.
