        AN ACT to amend the general municipal law, in relation to provisions  to
          be included in the certificate of incorporation or by-laws of district
          management  associations which own real property subject to a district
          charge
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
     1    Section  1.  Section  980-m of the general municipal law is amended by
     2  adding a new subdivision e to read as follows:
     3    (e) The certificate of incorporation or by-laws  of  such  association
     4  shall  provide  that  the owners of real property that is subject to the
     5  district charge, as defined by subdivision c  of  section  nine  hundred
     6  eighty of this article, shall be entitled to prior notice of meetings of
     7  the  board of directors, copies of the agendas and minutes of such meet-
     8  ings, and shall have the right to attend district management association
     9  board meetings, except when the board meets in executive session.
    10    § 2. This act shall take effect on the first of November next succeed-
    11  ing the date on which it shall have become a law.
