          printed to be committed to the Committee on Internet and Technology

        AN ACT to amend the public authorities law, in relation to creating  the
          mobile high-technology training facilities program

          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:

     1    Section 1. The public authorities law  is  amended  by  adding  a  new
     2  section 3154-a to read as follows:
     3    § 3154-a.  Mobile high-technology training facilities program.  1. The
     4  foundation  is  hereby  authorized  to  create  a mobile high-technology
     5  training facilities program. The purpose of  the  program  is  to  award
     6  matching  grants  on a competitive basis to qualified applicants for the
     7  design, development and/or outfit  of  mobile  high-technology  training
     8  facilities  that  complement  certificate,  degree  or  other recognized
     9  credentialing programs.
    10    2. "Qualified  applicant"  means  any  educational  or  not-for-profit
    11  institution   providing   certificate,  degree  or  other  credentialing
    12  programs in high-technology fields including, but not limited to,  nano-
    13  technology, biotechnology, advanced manufacturing processes and informa-
    14  tion  technology or any other field defined as an emerging technology by
    15  paragraph (b) of subdivision one of section thirty-one hundred two-e  of
    16  this article.
    17    3. Applicants shall submit an application to the foundation comprising
    18  a plan including, but not limited to:
    19    (a)  demonstration  that  funds and/or other in-kind contributions are
    20  encumbered in an amount not less than twenty percent of requested  grant
    21  amount;
    22    (b)  the  design and implementation of a facility including the use of
    23  simulation-based education and training resources including the types of
    24  machinery, equipment and staffing level required;

     1    (c) demonstration of a flexible program which would allow for diversi-
     2  fied job training skills within a particular industry;
     3    (d) evidence that a need for employees related to the industry associ-
     4  ated with the applicant exists;
     5    (e) development of a curriculum to deliver such mobile training facil-
     6  ity  to  each  regionally  defined location in the state lacking similar
     7  training  opportunities  including  the  period  of  time  required   to
     8  adequately  train an individual and the estimated number of participants
     9  utilizing such facility in  a given year;
    10    (f)  demonstration  of  a  collaborative  and/or  cooperative  working
    11  relationship  with  private  employers  to  ensure  that facilities meet
    12  industry-specific job training requirements; and
    13    (g) demonstration of an ability to maintain such mobile facility on an
    14  on-going basis, including but not limited to self-sustainability regard-
    15  ing staffing, operating, maintenance and adaptability.
    16    4. The foundation shall establish any additional criteria to  be  used
    17  in the evaluation of applications.
    18    5. The foundation shall submit a report to the governor and the legis-
    19  lature  regarding the outcomes of the program including, but not limited
    20  to grant recipients, purpose  of  mobile  training  facility,  locations
    21  visited, number of participants utilizing facility and actual employment
    22  obtained through the use of such facility.
    23    § 2. This act shall take effect immediately.
