Bill Title: Continues the authority of the commissioner of education, in conjunction with the office of the state comptroller, to exempt discretionary grants to school districts, public schools, boards of cooperative educational services, public colleges and universities, public libraries, municipalities and other public educational entities from the procedures for award of state contracts.

       Introduced  by  Sen.  FLANAGAN  --  (at  request  of the State Education
         Department) -- read twice and ordered printed, and when printed to  be
         committed to the Committee on Education
       AN  ACT  to amend part C of chapter 57 of the laws of 2004, amending the
         labor law and other laws  relating  to  implementation  of  the  state
         fiscal  plan  for  the  2004-2005  state  fiscal  year, in relation to
         extending certain provisions of such chapter
         THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section 1. Subdivision 11 of section 94 of part C of chapter 57 of the
    2  laws  of  2004, amending the labor law and other laws relating to imple-
    3  mentation of the state fiscal plan for the 2004-2005 state fiscal  year,
    4  as amended by section 55 of part A of chapter 57 of the laws of 2009, is
    5  amended to read as follows:
    6    11.  section  seventy-one  of  this  act  shall  expire  and be deemed
    7  repealed June 30, [2010] 2015;
    8    S 3. This act shall take effect immediately and  shall  be  deemed  to
    9  have been in full force and effect on and after June 30, 2010.
