Bill Title: To increase the penalties for theft, securing writings by deception, and identity fraud when the victim is an active duty service member or the spouse of an active duty service member, to provide that a series of theft offenses or securing writings by deception offenses involving an active duty service member or the spouse of an active duty member must be tried as a single offense, and to allow for a civil action for victims of identity fraud.
