A BILL
To amend section 3379.03 and to enact sections 5.253 1
and 3379.12 of the Revised Code to create the 2
position of Ohio Poet Laureate and to designate 3
June as Ohio Community Theatre Month in Ohio.4


BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:

       Section 1. That section 3379.03 be amended and sections 5.253 5
and 3379.12 of the Revised Code be enacted to read as follows:6

       Sec. 5.253.  June is designated as Ohio Community Theatre 7
Month to recognize the important contributions of community 8
theatres to the quality of life of the citizens of the state.9

       Sec. 3379.03.  The Ohio arts council shall:10

       (A) Conduct a survey of the cultural and artistic resources 11
and needs of the state and maintain a continuing inventory of such 12
resources;13

       (B) Develop a plan for better and fuller use and enjoyment of 14
the state's cultural and artistic resources by all the people of 15
the state;16

       (C) Assess the role of the arts in the growth and development 17
of the state;18

       (D) Report at least biennially to the governor and the 19
general assembly on the state of the arts. Such report may include 20
recommendations based on the council's surveys.21

       (E) Administer the per cent for arts program pursuant to 22
section 3379.10 of the Revised Code;23

       (F) Establish guidelines for the administration of the 24
council's duties that pertain to the position of Ohio poet 25
laureate pursuant to section 3379.12 of the Revised Code and for 26
the qualifications of the Ohio poet laureate appointed under that 27
section.28

       Sec. 3379.12. (A) The position of Ohio poet laureate is 29
hereby created. The Ohio poet laureate shall be appointed by the 30
governor from a list of not less than three candidates recommended 31
by the Ohio arts council based on qualifications developed by the 32
arts council under division (F) of section 3379.03 of the Revised 33
Code. The arts council shall submit its list of candidates to the 34
governor not less than ninety days prior to the beginning of the 35
Ohio poet laureate's term of office.36

        (B) The term of office for the Ohio poet laureate shall be 37
for two years. The initial term shall begin on January 1, 2016.38

       (C) In the event of the death, resignation, or any other 39
vacancy or inability to perform the duties of Ohio poet laureate 40
during an individual's unexpired term of office, not later than 41
sixty days after the vacancy occurs, the Ohio arts council shall 42
recommend a candidate to the governor to serve as poet laureate 43
for the remainder of that unexpired term of office.44

       (D) An individual may be reappointed to subsequent terms of 45
office, at the discretion of the governor. 46

       Section 2. That existing section 3379.03 of the Revised Code 47
is hereby repealed.48
