A CONCURRENT RESOLUTION
To memorialize the Congress to amend the Military 1
Selective Service Act to require women also to 2
register for the selective service.3


BE IT RESOLVED BY THE SENATE OF THE STATE OF OHIO
(THE HOUSE OF REPRESENTATIVES CONCURRING):


       WHEREAS, Women served the United States Army during the 4
American Revolution, nursing the ill and wounded, mending 5
clothing, and cooking for the troops, and have served the United 6
States armed forces in some capacity during every military 7
conflict in the nation's history; and 8

       WHEREAS, In over more than a decade of war in Iraq and 9
Afghanistan, more than 225,000 women have served, demonstrating 10
courage, skill and patriotism, and 152 women in uniform have died 11
serving this nation; and12

       WHEREAS, Women currently make up 15% of the United States 13
armed forces; and14

       WHEREAS, Women are an integral part of the Department of 15
Defense's ability to fulfill its mission; and16

       WHEREAS, On January 24, 2013, following a unanimous 17
recommendation by the Joint Chiefs of Staff, United States 18
Secretary of Defense Leon E. Panetta announced the end of the 19
direct ground combat exclusion rule for female service members; 20
and21

       WHEREAS, In a statement released following the announcement, 22
President Barack Obama praised the decision; and23

       WHEREAS, The change is intended to ensure that the best 24
qualified and most capable service members, regardless of gender, 25
are available to carry out the mission; and26

       WHEREAS, The decision opens up about 237,000 positions to 27
women, 184,000 in combat arms professions and 53,000 assignments 28
that were closed based on unit type; and29

       WHEREAS, The Secretary also announced that the service 30
branches will continue to move forward with a plan to eliminate 31
all unnecessary gender-based barriers to service; and32

       WHEREAS, The Secretary has directed the military services to 33
undertake an evaluation of all occupational performance standards 34
to ensure they are up to date and gender-neutral; and35

       WHEREAS, Once the policy is fully implemented, military 36
occupations will be closed to women only by exception, and only if 37
approved by the Secretary; and38

       WHEREAS, The Military Selective Service Act requires every 39
male citizen of the United States, and every other male person 40
residing in the United States, who is between the ages of eighteen 41
and twenty-six, to register with the Selective Service; and42

       WHEREAS, Full equality for women in the Unites States Armed 43
Forces should begin with military selective service registration 44
that is gender neutral; now therefore be it45

       RESOLVED, That we, the members of the 130th General Assembly 46
of the State of Ohio, request that the Congress amend the Military 47
Selective Service Act to require women also to register for the 48
selective service; and be it further 49

       RESOLVED, That the Clerk of the Senate transmit duly 50
authenticated copies of this resolution to the President of the 51
United States, the Secretary of Defense, the Speaker and Clerk of 52
the United States House of Representatives, the President Pro 53
Tempore and Secretary of the United States Senate, the members of 54
the Ohio Congressional delegation, and the news media of Ohio.55
