Summary

Requires Higher Education Coordinating Commission to determine if any public universities have interest and ability to effectively conduct research and development on carbon reduction technologies. Requires commission to prioritize research and development of these technologies at any qualifying university and to include promotion of carbon reduction technologies as factor when allocating moneys to universities.
