It is an editor's brief statement of the essential features of the measure as introduced. Directs Department of Transportation to conduct interchange management study as part of redevelopment of Umatilla Chemical Depot. Appropriates moneys for interchange management study conducted by department. Makes appropriation contingent upon receipt of federal funds. Sunsets study on January 2, 2016. Declares emergency, effective on passage. A BILL FOR AN ACT Relating to transportation; appropriating money; and declaring an emergency. Be It Enacted by the People of the State of Oregon: SECTION 1. { + The Department of Transportation shall conduct an interchange management study as part of the redevelopment of the Umatilla Chemical Depot and the area surrounding the depot. + } SECTION 2. { + (1) Section 1 of this 2013 Act is not operative until the Department of Transportation receives federal funds sufficient, when matched with state funds appropriated under section 3 of this 2013 Act, to conduct the study described in section 1 of this 2013 Act. The department shall notify the Legislative Counsel and the Legislative Fiscal Office in writing when the department receives the federal funds. Section 1 of this 2013 Act is operative on the date the Legislative Counsel receives the notice. (2) The Oregon Department of Administrative Services may not allot any amount of the appropriation in section 3 of this 2013 Act to the Department of Transportation and the Department of Transportation may not spend any amount of the appropriation until section 1 of this 2013 Act becomes operative. (3) If section 1 of this 2013 Act does not become operative before July 1, 2015, the moneys appropriated in section 3 of this 2013 Act shall revert to the General Fund as provided in ORS 293.190. + } SECTION 3. { + There is appropriated to the Department of Transportation, for the biennium beginning July 1, 2013, out of the General Fund, the amount of $49,000 for the purpose of providing state matching funds for the purpose of conducting an interchange management study described in section 1 of this 2013 Act. + } SECTION 4. { + Sections 1 to 3 of this 2013 Act are repealed on January 2, 2016. + } SECTION 5. { + This 2013 Act being necessary for the immediate preservation of the public peace, health and safety, an emergency is declared to exist, and this 2013 Act takes effect on its passage. + } ----------
