AN ACT

 

1Amending Title 62 (Procurement) of the Pennsylvania Consolidated
2Statutes, further providing for competitive sealed bidding.

3The General Assembly of the Commonwealth of Pennsylvania
4hereby enacts as follows:

5Section 1.  Section 512(a) of Title 62 of the Pennsylvania
6Consolidated Statutes is amended and the section is amended by
7adding a subsection to read:

8§ 512.  Competitive sealed bidding.

9(a)  Conditions for use.--Contracts shall be awarded by
10competitive sealed bidding except as otherwise provided in
11subsection (i) or section 511 (relating to methods of source
12selection).

14(i)  Mandatory competitive bidding.--Notwithstanding any
15provision of law to the contrary, every Commonwealth agency,
16every independent Commonwealth agency, the State Treasurer, the
17Attorney General, the Auditor General, the General Assembly and
18all legislative agencies and the Judicial Department shall use

1competitive bidding in awarding any contract with a private
2collection agency.

3Section 2.  This act shall take effect in 60 days.
