AN ACT
1Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
2Statutes, providing for rescue service vehicles.
3The General Assembly of the Commonwealth of Pennsylvania
4hereby enacts as follows:
5Section 1. The definition of "emergency vehicle" in section
6102 of Title 75 of the Pennsylvania Consolidated Statutes,
7amended June 22, 2012 (P.L.642, No.67), is amended and the
8section is amended by adding a definition to read:
9§ 102. Definitions.
10Subject to additional definitions contained in subsequent
11provisions of this title which are applicable to specific
12provisions of this title, the following words and phrases when
13used in this title shall have, unless the context clearly
14indicates otherwise, the meanings given to them in this section:

16"Emergency vehicle." A county emergency management vehicle,
17fire department vehicle, police vehicle, sheriff vehicle,
1ambulance, advanced life support squad vehicle, basic life
2support squad vehicle, emergency canteen support service
3organization vehicle, rescue service vehicle, blood delivery
4vehicle, human organ delivery vehicle, hazardous material
5response vehicle, armed forces emergency vehicle, one vehicle
6operated by a coroner or chief county medical examiner and one
7vehicle operated by a chief deputy coroner or deputy chief
8county medical examiner used for answering emergency calls, a
9vehicle owned by or leased to a regional emergency medical
10services council that is used as authorized by the Department of
11Health to respond to an actual or potential disaster, mass
12casualty situation or substantial threat to public health, a
13vehicle owned by a county or regional police association and
14operated by a police officer that is used for police transport
15or victim extraction, any vehicle operated by a special agent,
16special agent supervisor, narcotics agent or narcotics agent
17supervisor while performing official duties as employees of the
18Office of Attorney General, any vehicle owned and operated by
19the Philadelphia Parking Authority established in accordance
20with 53 Pa.C.S. Ch. 55 (relating to parking authorities) and
21used in the enforcement of 53 Pa.C.S. Ch. 57 (relating to
22taxicabs and limousines in first class cities), or any other
23vehicle designated by the State Police under section 6106
24(relating to designation of emergency vehicles by Pennsylvania
25State Police), or a privately owned vehicle used in answering an
26emergency call when used by any of the following:
27(1) A police chief and assistant chief.
28(2) A fire chief, assistant chief and, when a fire
29company has three or more fire vehicles, a second or third
30assistant chief.
1(3) A fire police captain and fire police lieutenant.
2(4) An ambulance corps commander and assistant
3commander.
4(5) A river rescue commander and assistant commander.
5(6) A county emergency management coordinator.
6(7) A fire marshal.
7(8) A rescue service chief and assistant chief.
8(9) The chief or operations director of a county
9hazardous materials response team.

11"Rescue service vehicle." A volunteer nonprofit chartered
12corporation, association or organization located in this
13Commonwealth which provides rescue services in this
14Commonwealth.

16Section 2. This act shall take effect immediately.
