AN ACT

  

1

Amending the act of December 18, 2001 (P.L.949, No.114),

2

entitled, as amended, "An act establishing a unified

3

workforce investment system; restructuring certain

4

administrative functions, procedures and entities;

5

transferring workforce development functions of Commonwealth

6

agencies; establishing the Pennsylvania Workforce Investment

7

Board; providing for critical job training grants, for

8

guarantees for program quality and performance for workforce

9

development programs, for workforce leadership grants; and

10

authorizing local workforce investment boards," in local

11

workforce investment areas and boards, providing for youth

12

councils.

The General Assembly of the Commonwealth of Pennsylvania

14

hereby enacts as follows:

15

Section 1.  The act of December 18, 2001 (P.L.949, No.114),

16

known as the Workforce Development Act, is amended by adding a

17

section to read:

Section 506.  Youth council.

19

(a)  Establishment.--A youth council within each local

20

workforce investment board shall be established and appointed by

21

the local workforce investment board, in cooperation with the

22

chief elected official for the local area.

23

(b)  Membership.--A youth council shall include:

(1)  Members of the local board as described in section

2

117(b)(2) of the Workforce Investment Act of 1998 (Public Law

3

105-220, 29 U.S.C. § 2832(b)(2)) with special interest or

4

expertise in youth policy.

5

(2)  Representatives of youth service agencies, including

6

juvenile justice and local law enforcement agencies.

7

(3)  Representatives of local public housing authorities.

8

(4)  Parents of eligible youth seeking assistance under

9

this act.

10

(5)  Individuals, including former participants, and

11

representatives of organizations that have experience

12

relating to youth activities.

13

(6)  Representatives of the Job Corps, as appropriate.

14

(7)  Members of the youth demographic who maintain

15

leadership roles in local youth organizations.

16

(8)  Such other individuals as the chairperson of the

17

local board, in cooperation with the chief elected official,

18

determines to be appropriate.

19

(c)  Relationship to local workforce investment board.--

20

Members of the youth council who are not members of the local

21

workforce investment board described in section 117(b)(2) of the

22

Workforce Investment Act of 1998 shall be voting members of the

23

youth council and nonvoting members of the local workforce

24

investment board.

25

(d)  Duties.--The youth council shall:

26

(1)  Develop the portions of the local plan relating to

27

eligible youth as determined by the chairperson of the local

28

workforce investment board.

(2)  Subject to the approval of the local workforce

30

investment board and consistent with section 123 of the

Workforce Investment Act of 1998 (29 U.S.C. § 2843):

(i)  Recommend eligible providers of youth activities

3

to be awarded grants or contracts on a competitive basis

4

by the local workforce investment board to carry out the

5

youth activities.

6

(ii)  Conduct oversight with respect to the eligible

7

providers of youth activities in the local area.

8

(3)  Coordinate youth activities authorized under section

9

129 of the Workforce Investment Act of 1998 (29 U.S.C. §

10

2854).

11

(4)  Perform other duties as determined to be appropriate

12

by the chairperson of the local workforce investment board.

13

Section 2.  This act shall take effect immediately.
