AN ACT

Amending Title 75 (Vehicles) of the Pennsylvania Consolidated

2

Statutes, further providing for visual signals on authorized

3

vehicles.

The General Assembly of the Commonwealth of Pennsylvania

5

hereby enacts as follows:

6

Section 1.  Section 4572(a) introductory paragraph, (1) and

7

(5) of Title 75 of the Pennsylvania Consolidated Statutes are

8

amended and subsection (a) is amended by adding a paragraph to

9

read:

10

§ 4572.  Visual signals on authorized vehicles.

11

(a)  Flashing or revolving blue lights.--Ambulance personnel,

12

volunteer firefighters, certified volunteer search and rescue

13

organization members, local emergency coordinators and owners

14

and handlers of dogs used in tracking humans may each equip one

15

motor vehicle with no more than two flashing or revolving blue

16

lights.

(1)  In order to be eligible to display lights on their

18

vehicles under this subsection, the names of the ambulance

personnel, volunteer firefighters and certified volunteer

2

search and rescue organization members shall be submitted to

3

the nearest station of the Pennsylvania State Police on a

4

list signed by the chief of the ambulance or fire department

5

or company[,] or the head of the search and rescue

6

organization[, and each]. Each local emergency coordinator

7

and each [dog] owner and handler of dogs used in tracking

8

humans shall register at the nearest Pennsylvania State

9

Police station.

(5)  The lights shall be removed from the vehicle

12

immediately [upon receipt of notice from the chief of the

13

ambulance or fire department or company or the head of the

14

search and rescue organization to remove the lights upon

15

termination of the person's status as an active volunteer

16

firefighter or ambulance person or upon termination of the

17

person's active status as a certified volunteer search and

18

rescue organization member or dog owner or handler, or when

19

the vehicle is no longer used in connection with the person's

20

duties as a volunteer firefighter or ambulance person,

21

certified volunteer search and rescue organization member or

22

dog owner or handler.]:

23

(i)  when the individual is no longer serving as an

24

active ambulance person, volunteer firefighter, certified

25

volunteer search and rescue organization member, local

26

emergency coordinator or owner or handler of dogs used in

27

tracking humans;

28

(ii)  when the vehicle is no longer used in

29

connection with the person's duties as an ambulance

30

person, volunteer firefighter, certified volunteer search

and rescue organization member, local emergency

coordinator or owner or handler of dogs used in tracking

3

humans; or

4

(iii) upon the individual's receipt of written notice

5

from:

6

(A)  the chief of the ambulance company of

7

termination of the person's status as an active

8

ambulance person;

9

(B)  the chief of the fire department of the

10

termination of the person's status as an active

11

volunteer firefighter;

12

(C)  the head of the search and rescue

13

organization of the termination of the person's

14

status as an active certified volunteer search and

15

rescue organization member;

16

(D)  the appropriate governing body of the

17

termination of the person's status as an active local

18

emergency coordinator; or

19

(E)  the appropriate governing unit of the

20

termination of the person's active status as an owner

21

or handler of dogs used in tracking humans.

22

(6)  The chief of the ambulance or fire department or

23

company, the head of the search and rescue organization, the

24

local emergency coordinator and each owner or handler of dogs

25

used in tracking humans, as applicable, shall notify the

26

nearest station of the Pennsylvania State Police when an

27

individual is no longer authorized under this section to

28

serve as an active ambulance person, volunteer firefighter,

29

certified volunteer search and rescue organization member,

30

local emergency coordinator or owner or handler of dogs used

Section 2.  This act shall take effect in 60 days.
