| A RESOLUTION |
| |
1 | Urging the Department of General Services to conduct an energy |
2 | audit on the buildings within the State Capitol Complex to |
3 | evaluate energy consumption and identify opportunities for |
4 | reduced energy use within the complex. |
5 | WHEREAS, State government is a leading consumer of energy |
6 | throughout Pennsylvania; and |
7 | WHEREAS, Investments in energy conservation technologies will |
8 | result in lower operating costs for the Commonwealth, which will |
9 | result in savings for all Pennsylvania taxpayers; and |
10 | WHEREAS, The State Capitol Complex is a substantial consumer |
11 | of that energy, which represents a substantial operating cost |
12 | for State government; and |
13 | WHEREAS, The Commonwealth must demonstrate leadership in the |
14 | conservation of energy by reducing the amount of energy consumed |
15 | in State government facilities; and |
16 | WHEREAS, Energy conservation measures such as energy |
17 | efficient lighting systems, improved heating, ventilating or air |

1 | conditioning systems, insulation, multiglazed, heat-absorbing or |
2 | heat-reflective windows or doors, and automated energy control |
3 | systems have been proven to reduce energy consumption or |
4 | operating costs; and |
5 | WHEREAS, According to the Environmental Protection Agency and |
6 | the Department of Energy's Energy Star program, energy efficient |
7 | lighting technologies such as LED light bulbs use at least 75% |
8 | less energy and last at least 15 times longer than incandescent |
9 | bulbs; and |
10 | WHEREAS, Qualified air conditioning systems are approximately |
11 | 14% more efficient than standard models; and |
12 | WHEREAS, The Commonwealth should examine in detail how State |
13 | facilities consume energy and methods for reducing energy costs; |
14 | therefore be it |
15 | RESOLVED, That the House of Representatives urge the |
16 | Department of General Services to conduct an energy audit on the |
17 | buildings within the State Capitol Complex to evaluate energy |
18 | consumption and identify opportunities for reduced energy use |
19 | within the complex; and be it further |
20 | RESOLVED, That the Department of General Services develop an |
21 | implementation plan and timeline for deployment of the cost- |
22 | effective options resulting from the energy audit; and be it |
23 | further |
24 | RESOLVED, That the Department of General Services report its |
25 | findings to the Governor and Lieutenant Governor, the President |
26 | pro tempore of the Senate, the Speaker of the House of |
27 | Representatives, the Majority Leader of the Senate, the Minority |
28 | Leader of the Senate, the Majority Leader of the House of |
29 | Representatives and the Minority Leader of the House of |
30 | Representatives no later than six months following the passage |
