| A RESOLUTION |
| |
1 | Directing the Legislative Budget and Finance Committee to |
2 | conduct a study of the Capitol Police, House of |
3 | Representatives and Senate security forces in this |
4 | Commonwealth and research and evaluate how funding and |
5 | resources are allocated for these police forces. |
6 | WHEREAS, The Capitol Police have been a fully accredited law |
7 | enforcement agency since 2005, and currently consists of 96 |
8 | officers and staff members including bicycle and foot patrolmen |
9 | and K-9 officers that serve the Harrisburg, Pittsburgh, |
10 | Philadelphia and Scranton government areas; and |
11 | WHEREAS, Both the Senate and House of Representatives also |
12 | have their own uniformed security forces, numbering 15 officers |
13 | and 27 officers respectively; and |
14 | WHEREAS, All three of the Senate and House of Representatives |
15 | security forces and Capitol Police do a wonderful job of serving |
16 | and protecting the workers and visitors of the State Capitol and |
17 | other government buildings; and |
18 | WHEREAS, The Commonwealth is facing an unprecedented fiscal |
19 | crisis that requires all departments of State government to look |

1 | anew at avenues of potential reduction in expenditures; and |
2 | WHEREAS, One potential way to reduce costs is to consolidate |
3 | or merge the Senate and House of Representatives security forces |
4 | and the Capitol Police; therefore be it |
5 | RESOLVED, That the Legislative Budget and Finance Committee |
6 | conduct a study of this Commonwealth's Capitol Police, the House |
7 | of Representatives and the Senate security forces, measuring |
8 | funding and resources allocated to these forces; and be it |
9 | further |
10 | RESOLVED, That the study should include an analysis of the |
11 | current funding; and be it further |
12 | RESOLVED, That the Legislative Budget and Finance Committee |
13 | provide recommendations necessary or desirable to improve the |
14 | funding and reduce redundancy of this Commonwealth's valued |
15 | House of Representatives and Senate security forces and the |
16 | Capitol Police; and be it further |
17 | RESOLVED, That the Legislative Budget and Finance Committee |
18 | report to the House of Representatives the result of its study |
19 | and recommendations regarding the status of funding of the |
20 | Capitol Police and House of Representatives and Senate security |
21 | forces and file the report with the Chief Clerk of the House of |
22 | Representatives no later than 90 days after adoption of this |
23 | resolution. |
