| A RESOLUTION |
| |
1 | Memorializing the Congress of the United States to oppose any |
2 | legislation legalizing Internet gambling. |
3 | WHEREAS, The Pennsylvania Lottery was established by the |
4 | General Assembly in 1971 to generate funds to benefit programs |
5 | for the Commonwealth of Pennsylvania's older residents; and |
6 | WHEREAS, The Pennsylvania Lottery is the only lottery in the |
7 | country that exclusively targets all of its proceeds to programs |
8 | for older residents; and |
9 | WHEREAS, According to the Department of Aging, more than 2.5 |
10 | million people over the age of 60 live in Pennsylvania; and |
11 | WHEREAS, Lottery-funded benefit programs have contributed |
12 | more than $20 billion to a wide variety of programs for older |
13 | Pennsylvanians, including more than $915 million in fiscal year |
14 | 2009-2010 alone; and |
15 | WHEREAS, The Pennsylvania Lottery's executive director has |
16 | expressed concern that the legalization of Internet gambling has |
17 | the potential to decimate lottery sales, diminish net profits |

1 | that fund vital services for older Pennsylvanians and |
2 | detrimentally impact the lottery's 8,700 business partners; and |
3 | WHEREAS, In addition to jeopardizing the success of the |
4 | Pennsylvania Lottery, legalizing Internet gambling would provide |
5 | nearly unfettered access to minors as well as individuals with |
6 | gambling problems; and |
7 | WHEREAS, It is in the best interest of every citizen of the |
8 | Commonwealth of Pennsylvania that the Pennsylvania Lottery |
9 | remain a successful enterprise; therefore be it |
10 | RESOLVED, That the House of Representatives of the |
11 | Commonwealth of Pennsylvania memorialize the Congress of the |
12 | United States to oppose any legislation that would legalize |
13 | Internet gambling; and be it further |
14 | RESOLVED, That a copy of this resolution be transmitted to |
15 | the President of the United States, the presiding officers of |
16 | each house of Congress and to each member of Congress from |
17 | Pennsylvania. |
