A RESOLUTION

 

1Directing the Legislative Budget and Finance Committee to study
2the fiscal impact of electing the Insurance Commissioner of
3the Commonwealth by popular vote.

4WHEREAS, The Constitution of Pennsylvania currently provides
5for the appointment of the Insurance Commissioner by the
6Governor; and

7WHEREAS, The Insurance Commissioner has the ability to
8dramatically impact the lives of citizens through policy
9decisions regarding automobile, health, homeowner's and other
10types of insurance; and

11WHEREAS, Many other states currently elect their Insurance
12Commissioner by popular vote; and

13WHEREAS, Legislation has been introduced in the General
14Assembly during past sessions to provide for the Statewide
15election of the Insurance Commissioner; and

16WHEREAS, In the current legislative session, legislation has
17been introduced to amend the Constitution of Pennsylvania to
18provide for the election of the Insurance Commissioner in the

1same election cycle as the election of the Auditor General and
2the State Treasurer; and

3WHEREAS, The General Assembly and the public would benefit
4from having objective information in the debate to elect the
5Insurance Commissioner; therefore be it

6RESOLVED, That the House of Representatives direct the
7Legislative Budget and Finance Committee to study the financial
8impact on the Commonwealth and individual counties in providing
9for the election of the Insurance Commissioner in the same
10election cycle as the election of the Auditor General and the
11State Treasurer; and be it further

12RESOLVED, That the Legislative Budget and Finance Committee
13report all findings on this matter to the General Assembly no
14later than six months after the adoption of this resolution.
