| A RESOLUTION |
| |
1 | Urging the President of the United States and the Governor to | <-- |
2 | institute a broadband mobilization strategy to manage funds |
3 | from the American Recovery and Reinvestment Act of 2009. |
4 | Establishing principles for technology strategies and broadband | <-- |
5 | mobilization and maximizing Federal and State money for |
6 | implementing these strategies. |
7 | WHEREAS, With the passage of the American Recovery and | <-- |
8 | Reinvestment Act of 2009 (Public Law 111-5, 123 Stat. 115), many |
9 | states are coordinating large, cross-agency, statewide |
10 | strategies to enhance their American Recovery and Reinvestment |
11 | Act of 2009 funding opportunities in order to maximize broadband |
12 | deployment strategies; and |
13 | WHEREAS, Because the American Recovery and Reinvestment Act |
14 | of 2009 will be competitive, the Commonwealth must put forth a |
15 | broad strategy that leverages and combines American Recovery and |
16 | Reinvestment Act of 2009 opportunities and all other available |
17 | economic resources to promote sound economic development for the |
18 | deployment of broadband access; and |
19 | WHEREAS, To best maximize this Commonwealth's share of |

1 | American Recovery and Reinvestment Act of 2009 funds, the |
2 | strategy must be transparent and nonpartisan as it leverages all |
3 | WHEREAS, The Commonwealth has invested considerable resources | <-- |
4 | to enhance and maximize broadband opportunities; and |
5 | WHEREAS, Technology is key in making this Commonwealth |
6 | competitive through sound economic development policies; and |
7 | WHEREAS, The Commonwealth needs to maximize its opportunities |
8 | with existing Federal, State, local and corporate resources; and | <-- |
9 | WHEREAS, The strategy Such strategies should follow the | <-- |
10 | following principles: |
11 | (1) Provide broadband leadership at the State level, |
12 | through a decentralized system that promotes Pennsylvania as | <-- |
13 | a whole, much like the highly publicized California Broadband |
14 | Initiative which is seeking $1,000,000,000 of the |
15 | $7,200,000,000 American Recovery and Reinvestment Act of 2009 |
16 | funds openness, transparency and accountability. | <-- |
17 | (2) Leverage existing public and private infrastructure. |
18 | (3) Develop competitive bid processes. |
19 | (4) Address public safety improvements through broadband |
20 | deployment. |
21 | (5) Provide appropriate incentives for investment in |
22 | underserved and unserved regions. |
23 | (6) Link with proven existing programs and stimulating |
24 | demand through anchor tenants, schools, hospitals and other |
25 | community anchors. |
26 | (7) Focus on the final leg of delivering services to a |
27 | customer ("last mile") for connecting residential broadband |
28 | customers. |
29 | (8) Update broadband mapping that is delivered |
30 | immediately after collection ("real-time data") and insisting |

1 | on data transparency. |
2 | (9) Establish meaningful reports and accountability for |
3 | all projects. |
4 | (10) Invest in state-of-the-art infrastructure. |
5 | (11) Ensure that all projects receiving stimulus public | <-- |
6 | tax money have proven, identified sustainability plans after |
7 | the stimulus public tax money is used; | <-- |
8 | therefore be it |
9 | RESOLVED, That the Senate of Pennsylvania urge the President | <-- |
10 | of the United States and the Governor to work in conjunction |
11 | with the General Assembly to institute a broadband mobilization |
12 | strategy to manage funds from the American Recovery and | <-- |
13 | Reinvestment Act of 2009; and be it further beginning with an | <-- |
14 | inventory of the 25 biggest technology initiatives; and be it |
15 | further |
16 | RESOLVED, That copies of this resolution be transmitted to |
17 | the President of the United States and the Governor of the | <-- |
18 | Commonwealth of Pennsylvania. |
