Bill Title: As introduced, subject to local approval, empowers the board of mayor and aldermen with subpoena authority in certain circumstances; allows ordinances and the budget to be passed on second instead of third reading; restricts board member's eligibility for position of city manager in certain circumstances; allows the chief financial officer to act as the purchasing agent if there is a vacancy in the office of city manager; allows the board to waive the residency requirement for the city manager by 2/3 vote; provides that the city clerk is appointed by majority vote of the board instead of elected by the voters of the city. - Amends Chapter 238 of the Acts of 1903; as amended.
