Bill Title: As introduced, subject to local approval, reduces the number of city utility board members, from seven to five, as terms expire; clarifies that the city's utility board shall operate as a separate unit of municipal government, free from the jurisdiction, direction, and control of any city or county officers and of the city council; and creates the position of vice mayor. - Amends Chapter 104 of the Acts of 1903; as amended and rewritten.
