Bill Title: As introduced, requires commissioner of labor and workforce development to appoint department attorney to indigent claimant in unemployment benefit appeal upon request when employer is represented by counsel at appeal; employer will pay costs of claimant's legal representation if claimant prevails, otherwise cost comes from department's existing resources. - Amends TCA Title 4; Title 23 and Title 50.
