relating to exempting certain low-income students from the payment | ||
of certain fees at a public institution of higher education. | ||
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
SECTION 1. Subchapter D, Chapter 54, Education Code, is | ||
amended by adding Section 54.369 to read as follows: | ||
Sec. 54.369. FEE EXEMPTION FOR CERTAIN LOW-INCOME STUDENTS. | ||
(a) Notwithstanding any other law, an institution of higher | ||
education shall exempt from the payment of fees authorized under | ||
Subchapter E any student who: | ||
(1) is eligible for student financial assistance | ||
provided by this state; and | ||
(2) has a family income that is below the federal | ||
poverty line. | ||
(b) The Texas Higher Education Coordinating Board shall | ||
adopt rules for the administration of this section. | ||
SECTION 2. Section 54.369, Education Code, as added by this | ||
Act, applies beginning with fees charged by a public institution of | ||
higher education for the 2014-2015 academic year. | ||
SECTION 3. The Texas Higher Education Coordinating Board | ||
shall adopt any rules necessary under Section 54.369, Education | ||
Code, as added by this Act, as soon as practicable after this Act | ||
takes effect. For that purpose, the coordinating board may adopt | ||
the initial rules in the manner provided by law for emergency rules. | ||
SECTION 4. This Act takes effect September 1, 2013. |
