A BILL TO BE ENTITLED
 
AN ACT
  relating to the appropriation of money from the economic
  stabilization fund to finance universal, high quality,
  prekindergarten education programs.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  In addition to other appropriated amounts, the
  amount of $1,500,000,000 is appropriated for the state fiscal
  biennium ending August 31, 2017 from the economic stabilization
  fund to the credit of the general revenue fund for Texas as money
  available for use by Texas Education Agency for the purpose of
  funding universal, high quality, prekindergarten education
  programs for children who are at least three years of age.
         SECTION 2.  This Act takes effect September 1, 2015, but only
  if it receives a vote of two-thirds of the members present in each
  house of the legislature, as provided by Section 49-g(m), Article
  III, Texas Constitution.
