WHEREAS, The citizens of Texas lost a courageous and | ||
dedicated law enforcement officer with the death of U.S. Border | ||
Patrol Agent Ricardo G. Salinas on July 7, 1998, at the age of 24; | ||
and | ||
WHEREAS, Born in Wichita Falls on April 29, 1974, Ricardo | ||
Salinas was raised in a military family and traveled extensively in | ||
the United States and Spain during his youth; an accomplished | ||
athlete, he trained in karate and tae kwon do, receiving an | ||
adult-level black belt at age 16, and he was also recognized for his | ||
skill as a baseball player; after graduating from Judson High | ||
School in Converse in 1992, he went on to earn a bachelor's degree | ||
in criminal justice from The University of Texas at San Antonio in | ||
1996, and he furthered his knowledge by completing two law | ||
enforcement internships; and | ||
WHEREAS, Mr. Salinas was a member of Class 351 at the | ||
Charleston U.S. Border Patrol Academy and completed his training in | ||
January 1998; assigned to the Harlingen Border Patrol Station, he | ||
was killed in the line of duty while assisting in the search for a | ||
murder suspect; in addition to his name being included on the Texas | ||
Peace Officers' Memorial Monument at the State Capitol, UTSA | ||
established a scholarship fund in his memory, and Salinas | ||
Elementary School in the Judson Independent School District and the | ||
Ricardo Salinas Health Clinic in San Antonio were named in his | ||
honor; and | ||
WHEREAS, Texans owe an incalculable debt of gratitude to the | ||
men and women of law enforcement who risk their lives in our behalf, | ||
and Ricardo Salinas's commitment to protecting the safety and | ||
well-being of the public will forever be remembered by all those who | ||
had the good fortune to know him; now, therefore, be it | ||
RESOLVED, That the House of Representatives of the 85th Texas | ||
Legislature hereby pay tribute to the life and exemplary service of | ||
U.S. Border Patrol Agent Ricardo G. Salinas and extend heartfelt | ||
sympathy to his family and friends; and, be it further | ||
RESOLVED, That an official copy of this resolution be | ||
prepared for his family and that when the Texas House of | ||
Representatives adjourns this day, it do so in memory of Ricardo | ||
Salinas. |
