Summary

Congress 2014 Commission Act - Establishes the Congress 2014 Commission to make recommendations on the appropriate size of membership of the House of Representatives and the method by which Members are elected, including: (1) examining methods of providing greater representation in the House for the people of the District of Columbia, the Commonwealth of Puerto Rico, American Samoa, Guam, the Northern Mariana Islands, and the U.S.Virgin Islands; and (2) reporting to the President and Congress on its work, together with a draft of legislation (including technical and conforming provisions) to implement its proposals.
