Summary
Prohibits any further extension or establishment of national parks and monuments in Oregon except by express authorization of Congress. Requires the President to obtain congressional approval of proposed national monuments situated upon land owned or controlled by the federal government and certify compliance with the National Environmental Policy Act of 1969 prior to declaring national monuments. Bars the Secretary of the Interior from implementing any restrictions on the public use of a national monument until the expiration of an appropriate review period providing for public output and congressional approval.
