Be it enacted by the General Assembly of Virginia:

1.  That the second enactment of Chapter 18 of the Acts of Assembly of 2009 is amended and reenacted as follows:

That the regulation that establishes local program criteria and delegation procedures and the water quality and water quantity criteria, and that is referenced in subsections A and B of §10.1-603.3 of this act, shall not become effective prior to July 1, 2010 the completion of the Virginia Total Maximum Daily Loads (TMDL) Implementation Plan for the Chesapeake Bay Nutrient and Sediment TMDL approved by the United States Environmental Protection Agency and the regulations thereafter adopted to implement the Plan.
