A bill to be entitled
2An act relating to specialty license plates; amending ss.
3320.08056 and 320.08058, F.S.; creating a Catch Me,
4Release Me license plate; establishing an annual use fee
5for the plate; providing for the distribution of use fees
6received from the sale of such plates; providing an
7effective date.

9Be It Enacted by the Legislature of the State of Florida:

11 Section 1. Paragraph (rrr) is added to subsection (4) of
12section 320.08056, Florida Statutes, to read:
13 320.08056 Specialty license plates.-
14 (4) The following license plate annual use fees shall be
15collected for the appropriate specialty license plates:
16 (rrr) Catch Me, Release Me license plate, $25.
17 Section 2. Subsection (70) is added to section 320.08058,
18Florida Statutes, to read:
19 320.08058 Specialty license plates.-
20 (70) CATCH ME, RELEASE ME LICENSE PLATES.-
21 (a) The department shall develop a Catch Me, Release Me
22license plate as provided in this section. Catch Me, Release Me
23license plates must bear the colors and design approved by the
24department. The word "Florida" must appear at the top of the
25plate, and the words "Catch Me, Release Me" must appear at the
26bottom of the plate.
27 (b) The license plate annual use fees shall be distributed
28to the Guy Harvey Ocean Foundation, Inc., to fund marine-related
29scientific research, including research of free-ranging pelagic
30marine species that inhabit, use, or migrate through Florida
31waters; conservation initiatives; and education and public
32outreach programs targeting school-aged children in the state.
33The Guy Harvey Ocean Foundation, Inc., may retain all revenue up
34to $60,000 from the annual use fees until all startup costs for
35developing and establishing the plate have been recovered.
36Thereafter, up to 10 percent of the annual use fee revenue may
37be used for administrative costs directly associated with the
38operations of the Guy Harvey Ocean Foundation, Inc., and
39promotion and marketing of the specialty license plate.
40 Section 3. This act shall take effect October 1, 2010.
