A bill to be entitled
2An act relating to specialty license plates; amending ss.
3320.08056 and 320.08058, F.S.; creating a Catch Me,
4Release Me license plate, a Florida Horse Park license
5plate, and a Florida Biodiversity Foundation license
6plate; establishing annual use fees for the plates;
7providing for the distribution of use fees received from
8the sale of such plates; revising the portion of use fees
9collected from the sale of the Florida Salutes Veterans
10license plate that shall be distributed to a direct-
11support organization; revising the time period during
12which such distribution shall be made; providing an
13effective date.

15Be It Enacted by the Legislature of the State of Florida:
16
17 Section 1. Paragraphs (rrr), (sss), and (ttt) are added to
18subsection (4) of section 320.08056, Florida Statutes, to read:
19 320.08056 Specialty license plates.-
20 (4) The following license plate annual use fees shall be
21collected for the appropriate specialty license plates:
22 (rrr) Catch Me, Release Me license plate, $25.
23 (sss) Florida Horse Park license plate, $25.
24 (ttt) Florida Biodiversity Foundation license plate, $25.
25 Section 2. Paragraph (b) of subsection (4) of section
26320.08058, Florida Statutes, is amended, and subsections (70),
27(71), and (72) are added to that section, to read:
28 320.08058 Specialty license plates.-
29 (4) FLORIDA SALUTES VETERANS LICENSE PLATES.-
30 (b) The Florida Salutes Veterans license plate annual use
31fee shall be distributed as follows:
32 1. Ten Twenty percent shall be distributed to a direct-
33support organization created under s. 292.055 for a period not
34to exceed 48 24 months after the date the direct-support
35organization is incorporated.
36 2. Any remaining fees must be deposited in the State Homes
37for Veterans Trust Fund, which is created in the State Treasury.
38All such moneys are to be administered by the Department of
39Veterans' Affairs and must be used solely for the purpose of
40constructing, operating, and maintaining domiciliary and nursing
41homes for veterans and for continuing promotion and marketing of
42the license plate, subject to the requirements of chapter 216.
43 (70) CATCH ME, RELEASE ME LICENSE PLATES.-
44 (a) The department shall develop a Catch Me, Release Me
45license plate as provided in this section. Catch Me, Release Me
46license plates must bear the colors and design approved by the
47department. The word "Florida" must appear at the top of the
48plate, and the words "Catch Me, Release Me" must appear at the
49bottom of the plate.
50 (b) The license plate annual use fees shall be distributed
51to the Guy Harvey Ocean Foundation, Inc., to fund marine-related
52scientific research, including research of free-ranging pelagic
53marine species that inhabit, use, or migrate through Florida
54waters; conservation initiatives; and education and public
55outreach programs targeting school-aged children in the state.
56The Guy Harvey Ocean Foundation, Inc., may retain all revenue up
57to $60,000 from the annual use fees until all startup costs for
58developing and establishing the plate have been recovered.
59Thereafter, up to 10 percent of the annual use fee revenue may
60be used for administrative costs directly associated with the
61operations of the Guy Harvey Ocean Foundation, Inc., and
62promotion and marketing of the specialty license plate.
63 (71) FLORIDA HORSE PARK LICENSE PLATES.-
64 (a) The department shall develop a Florida Horse Park
65license plate as provided in this section. The plate must bear
66the colors and design approved by the department. The word
67"Florida" must appear at the top of the plate, and the words
68"Discover Florida's Horses" must appear at the bottom of the
69plate.
70 (b) The annual use fees shall be distributed to the
71Florida Agriculture Center and Horse Park Authority created by
72s. 570.952, which shall retain all proceeds until all startup
73costs for developing and establishing the plate have been
74recovered. Thereafter, the proceeds shall be used as follows:
75 1. A maximum of 5 percent of the proceeds from the annual
76use fees may be used for the administration of the Florida Horse
77Park license plate program.
78 2. A maximum of 5 percent of the proceeds may be used to
79promote and market the license plate.
80 3. The remaining proceeds shall be used by the authority
81to promote the Florida Agriculture Center and Horse Park located
82in Marion County; to support continued development of the park,
83including the construction of additional educational facilities,
84barns, and other structures; to provide improvements to the
85existing infrastructure at the park; and to provide for
86operational expenses of the Florida Agriculture Center and Horse
87Park.
88 (72) FLORIDA BIODIVERSITY FOUNDATION LICENSE PLATES.-
89 (a) The department shall develop a Florida Biodiversity
90Foundation license plate as provided in this section. The plate
91must bear the colors and design approved by the department. The
92word "Florida" must appear at the top of the plate, and the
93words "Save Wild Florida" must appear at the bottom of the
94plate.
95 (b) The annual use fees shall be distributed to the
96Florida Biodiversity Foundation, Inc., which shall retain 50
97percent of the proceeds until the startup costs to develop and
98establish the plates have been recovered. Thereafter, the
99proceeds shall be used as follows:
100 1. A maximum of 10 percent of the proceeds may be used to
101fund the administrative, promotion, and marketing costs of the
102license plate program and the foundation.
103 2. The remaining fees shall be used by the foundation to
104fund research, education, and scientific study of the diversity
105of animals and plants and to aid in the preservation, study,
106conservation, and recovery of imperiled organisms.
107 Section 3. This act shall take effect October 1, 2010.
