A BILL FOR AN ACT

 

 

RELATING TO TRANSPORTATION.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that the construction of a shared-use (bicycle and pedestrian) pathway along Kahekili highway between East Hui Iwa street and Waihee road would improve the quality of life of Kahaluu residents by helping to promote healthy lifestyles and providing safe, environmentally friendly, non-motor vehicle travel options for residents to commute to nearby parks, schools, and convenience stores.

     SECTION 2.  The director of finance is authorized to issue general obligation bonds in the sum of $        or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2014-2015 for the planning, design, and construction of a shared-use pathway, allowing for two-directional bicycle and pedestrian traffic, along the mauka side of Kahekili highway between East Hui Iwa street and Waihee road on the island of Oahu.  The sum appropriated by this Act shall be apportioned as follows:

     Plans                                   $        

     Design                                  $        

     Construction                            $        

     Total Funding                           $        

SECTION 3.  The appropriation made for the planning, design, and construction of the shared-use pathway authorized in this Act shall not lapse at the end of the fiscal year for which the appropriation or authorization is made; provided that all moneys from the appropriation unencumbered as of June 30, 2016, shall lapse as of that date.

     SECTION 4.  The sum appropriated for the capital improvement project set forth in section 2 shall be expended by the department of transportation for the purposes of this Act.

     SECTION 5.  This Act shall take effect on July 1, 2050.
