1 | AMENDMENT TO HOUSE BILL 1155

2 | AMENDMENT NO. ______. Amend House Bill 1155, AS AMENDED, by | ||||||
3 | inserting the following in its proper numeric sequence:

4 | "Section 70. Home rule preemption. | ||||||
5 | The regulation and licensing of firearms, including their | ||||||
6 | possession, carrying, transportation, or the issuance of | ||||||
7 | licenses to carry concealed firearms, is an exclusive power and | ||||||
8 | function of the State. A home rule unit shall not regulate the | ||||||
9 | possession, carrying, or transportation of firearms or their | ||||||
10 | components, accessories, or ammunition. A home rule unit shall | ||||||
11 | not require registration of firearms, regulate the number of | ||||||
12 | firearms, or make any other requirements or regulations of a | ||||||
13 | person licensed under this Act. This Section is a limitation | ||||||
14 | under subsection (i) of Section 6 of Article VII of the | ||||||
15 | Illinois Constitution on the exercise by home rule units of | ||||||
16 | powers and functions exercised by the State. Any unit of local | ||||||
17 | government that violates this Section shall be liable for all |

2 | ordinance.".
